				Reworked video Frames per Second timing. Delphi's
				native timer isn't very accurate for short time

				Debug mode will display Frames counter on front panel.

				Tried to improve error handling when an invalid 
				video compression codec is selected. Codecs don't
				always report errors to the O/S so it's still a
				bit hit and miss.
